When upgrading from version 2.2.5 or earlier, epiCentre required users to re-enter all the database information.
The "Use for Desktop Outlook for emails" setting was not being retrieved from the configuration file on startup.

Only Admins and Managers are authorised to tick the checkbox of "Use Desktop Outlook for emails" in settings page
Database Server and Proxy strings are encrypted in the config file, new fields dbserverhint and proxyserverhint are added to provide support help
